In 2024, the IUCN shark specialist group classified Pigeon Island among its important shark and ray areas (ISRA). The reason lies in one species: the blacktip reef shark, observed on each of the ten scientific outings conducted between 2017 and 2023.
The islet is located off Nilaveli beach, north of Trincomalee, on the east coast of Sri Lanka.
Our previous page announced the best season as “from December to April,” visibility “often over 20 meters,” and water “between 26 and 30 degrees,” without any source. We have completely revised it. The calendar was reversed for the east coast, and the other figures were based on nothing verifiable.
Where is Pigeon Island located and what does the park protect?
Pigeon Island is a marine national park declared in 2003 and managed by the Department of Wildlife Conservation, according to the national fact sheet published on the Convention on Biological Diversity portal. It protects two rocky islets and their reefs located off Nilaveli beach, in the Trincomalee district.
The published distances do not match.
The Convention’s fact sheet mentions about one kilometer from the coast. The IUCN ISRA fact sheet, dated 2024, indicates 2.3 km from Nilaveli beach. Impossible to decide from here. The detail matters little to you since everyone goes there by boat. But it shows how a figure copied from page to page ends up being taken as fact.
Regarding the reef, the national fact sheet cites about a hundred coral species, including Acropora, Montipora, and Porites, and approximately 300 reef fish species recorded nearby, which is a lot for such a small area. The ISRA fact sheet describes a reef about 200 meters by 100, attached to rocky cliffs, and an area studied between the surface and 20 meters. These 20 meters describe the study zone. They do not set a maximum allowed depth nor a diving objective.
Which sharks and turtles can be seen there?
The blacktip reef shark is the species that earned Pigeon Island its ISRA status. According to the IUCN fact sheet (2024), groups of 2 to 10 individuals, sometimes up to 30, have been seen on each of the ten research outings. The park’s national fact sheet also mentions three marine turtles: the green turtle, the hawksbill turtle, and the olive ridley turtle.
This record remains a series of ten outings.
It does not guarantee your day. Yet, booking platforms often sell the “with sharks” outing as a given. No one can promise you a wild animal. The blacktip reef shark is listed as vulnerable on the IUCN Red List, and the ISRA fact sheet presents this site as the only known regular aggregation of the species on the country’s east coast. A rare animal in the region deserves to be left alone.
Keep your distance, do not chase it, and do not feed anything, even if a guide suggests it (if that happens, note it and change your outing). To understand what contact changes for the animal, read our article on the reasons why you should never touch marine life. And for other reef sharks in Asia, our diving guide at Sipadan, Malaysia, follows the same framework.
When to dive at Pigeon Island?
The east coast of Sri Lanka is best visited from May to September, during the southwest monsoon which mainly rains on the other side of the island. This is what the official Sri Lankan tourism office website indicates. The period from December to February corresponds to the northeast monsoon, the good season for the southwest coast.
Our previous advice therefore reversed the two coasts.
Yet this mistake is found on many travel pages, which copy the calendar of Colombo, Galle, or Mirissa for the whole country, while the east coast lives on the opposite rhythm. Before locking in your dates, check which side of the island the page you are reading refers to. Transition months remain unclear. No official source publishes dated records of visibility, swell, or water temperature for Pigeon Island. So we will not give you any figures.
Thus, clear water in a photo tells nothing about the current or swell of the day.
What level, what supervision, and how much does entry cost?
The shallow reef of Pigeon Island mainly attracts snorkeling trips and guided dives from Nilaveli. No authority publishes a minimum level per site. The park entrance fee is set by Extraordinary Gazette No. 2292/11 of August 8, 2022: 25 dollars per foreign adult during the tourist season, 20 dollars the rest of the year.
| Criterion | What is known (dated sources) | What you should ask |
|---|---|---|
| Level | No official level per site. Studied area from 0 to 20 m (IUCN, 2024) | Required certification, expected depth, presence of an instructor for beginner dives |
| Current | No official records published | Conditions of the day, entry procedures, instructions if the current or swell strengthens |
| Season | East coast recommended from May to September (Sri Lanka Tourism Office, consulted October 3, 2026) | Cancellation policy if the sea is rough |
| Supervision | National park managed by the Department of Wildlife Conservation since 2003 | Guide/diver ratio, oxygen and radio on board, park rules reminded at briefing |
| Entrance fee | Foreign adult: 25 USD in tourist season, 20 USD off-season. Child: 15 or 10 USD, plus taxes (Gazette 2292/11, 2022) | Whether entrance and taxes are included in the trip price |
| Fallback plan | No official dated source on the nearest hyperbaric chamber | Location of the chamber, evacuation procedure, coverage by your insurance |
These rates date from 2022.
The Gazette specifies that the tourist season is set by the department’s director general, without giving months, and that all amounts remain subject to current taxes. And the text may have been modified since. So ask the center if the park entrance is included in their price, and check the amount displayed at the ticket office on the same day. For a beginner dive, the framework changes everything. A beginner needs a dedicated instructor, a clear briefing, and an announced depth before boarding the boat.
In short, compare trips based more on their supervision than on their price.
How to prepare your trip without damaging the reef?
The Pigeon Island reef is small and shallow, which makes it sensitive to even the slightest fin kick. Prepare your trip by checking three things before paying: your buoyancy, your sun protection, and what the center plans in case of a problem. These are what protect both the reef and your margin.
Start with buoyancy.
In shallow water, a poorly weighted diver or a swimmer who stands on the reef breaks coral in seconds. However, the solution remains simple. Ask for a snorkeling vest if you are a poor swimmer, adjust your weight with the instructor, and stay horizontal. For sunscreen, our article on the effects of sunscreen on marine environments will help you sort labels, and a lycra often protects better than a tube. Our file on underwater ecotourism details the questions to ask an operator.
If you compare with other Indian Ocean destinations, our guide to diving at Havelock, Andaman Islands asks the same questions about season and supervision. For a travel companion who does not dive, our list of the best snorkeling destinations gives other ideas. What costs the most here is the off-season. A week booked on the east coast in January, based on a copied calendar, can cost you canceled trips and non-refundable tickets. Would you book it like that?
FAQ
What is the best time to dive at Pigeon Island?
The Sri Lanka Tourism Office recommends the east coast, including Trincomalee, from May to September. From December to February, the northeast monsoon affects this coast. Always check the center’s cancellation policy.
How much does the entrance to Pigeon Island National Park cost?
Extraordinary Gazette No. 2292/11 of August 8, 2022 sets 25 dollars per foreign adult during the tourist season and 20 dollars the rest of the year, plus taxes. The child rate is 15 or 10 dollars. Ask the center if entrance is included in the trip price.
Will we necessarily see blacktip sharks?
No. The ISRA fact sheet from the IUCN (2024) reports groups observed on each of the ten research outings conducted between 2017 and 2023. This remains a record, not a promise for your day.
Is Pigeon Island suitable for beginners and families?
The reef is shallow, and many outings offer snorkeling or introductory dives. No official level is published by site. It is up to the instructor on site to judge, according to the day’s conditions and each person’s comfort.
